As a part of a long-term change in strategy for the Ohio Department of Youth Services (ODYS), a facility assessment and master plan were completed for two of three existing youth correctional facilities: Cuyahoga Hills and Indian River. Program and capital requirements were reviewed to transition from a "detention and incarceration" model to a program focused on education and skills development. The facility assessment involved inspections of site conditions, development of maintenance and repair budgets, and development of multi-year construction phasing plans with cost estimates for the proposed new program.
